A) Central Level – Ministry (NSS Section)

  • The Ministry is the main authority that allocates and manages NSS funds at the national level.

B) State Level – State NSS Cells via Central Nodal Agency

  • Funds are transferred from the Ministry to State NSS Cells.
  • There are 35 States/UTs, and each operates through a Central Nodal Agency.
  • These agencies maintain Savings Accounts in SBI (State Bank of India) for fund transactions.

C) Disbursement to Implementing Bodies

  • From the State NSS Cells, funds flow down to the respective institutions via zero balance savings accounts (accounts that do not require a minimum balance).
  • There are two main parallel branches:
    • Higher Education Institutions
      • Universities → Funds go to their Zero Balance Savings Account.
      • Then, from universities to Colleges/Institutions, also having Zero Balance Savings Accounts.
    • School Education Bodies
      • +2 Council (the council overseeing higher secondary education) → Zero Balance Savings Account.
      • Then, to +2 Schools (higher secondary schools) → Zero Balance Savings Account.
