A) Central Level – Ministry (NSS Section)
- The Ministry is the main authority that allocates and manages NSS funds at the national level.
B) State Level – State NSS Cells via Central Nodal Agency
- Funds are transferred from the Ministry to State NSS Cells.
- There are 35 States/UTs, and each operates through a Central Nodal Agency.
- These agencies maintain Savings Accounts in SBI (State Bank of India) for fund transactions.
C) Disbursement to Implementing Bodies
- From the State NSS Cells, funds flow down to the respective institutions via zero balance savings accounts (accounts that do not require a minimum balance).
- There are two main parallel branches:
- Higher Education Institutions
- Universities → Funds go to their Zero Balance Savings Account.
- Then, from universities to Colleges/Institutions, also having Zero Balance Savings Accounts.
- School Education Bodies
- +2 Council (the council overseeing higher secondary education) → Zero Balance Savings Account.
- Then, to +2 Schools (higher secondary schools) → Zero Balance Savings Account.
